New Ontario Permit to Take Water Admin. Fees
On December 23, 2004, Minister Dombrowsky announced administrative fees for permit to take water applications effective April 1, 2005. This follows feedback on the proposed amendments to the Water Taking and Transfer Regulation posted on the Environmental Registry in June of this year, face-to-face meetings with many of you, and the earlier White Paper consultation process. The Ministry would appreciate your assistance by sharing this information with your members.
It is important to note that the administrative fee will only apply to applications received on or after the effective date of April 1, 2005. The Ministry is working to improve the review process of applications received after April 1, 2005, which will include faster processing times for complete permit applications. In the meantime, the Ministry is also working to clear the backlog of current applications. Applications caught in the current backlog can be re-submitted and pay the fee in order to receive faster service. Applications received prior to April 1, 2005 will continue to be processed on a first come first served basis and will not be subject to the new service standards. However, applications received after April 1, 2005 will be processed according to the new service standards and subject to administrative fees.
If an application or a renewal request for a Permit to Take Water is currently under review by the Ministry or if an applicant is planning to submit an application or renewal request, it is recommended that the applicant contact the Permit to Take Water Coordinator at your regional office to discuss how this program change may impact an application.
For more information about the administrative fees, please refer to the information notice on the Environmental Bill of Rights Registry (http://www.ene.gov.on.ca/envregistry/024339ex.htm), as well as, the attached new release and backgrounder.

We look forward to your continued support as we move forward on this important task of managing water takings in a sustainable manner.
