Working in Quebec? You must be licensed! Register for Incidental Practice

Are you an APGO member conducting geoscience work in Quebec? No work may be conducted across the border unless you have completed and submitted the Incidental Practice form, or applied for Temporary Practice approval in Quebec. To those of you who have been following this practice, we thank you - To those who have not been following this practice, we ask that you respect Quebec's jurisdiction and the Quebec-Ontario Inter Association Mobility Agreement.

It is the responsibility of the associations to ensure the protection of the public in each of the provinces at all times; it is, therefore, a requirement that any member of either association operating in the other jurisdiction be aware of, and comply at all times, with all laws, regulations and guidelines that pertain to the practice of the profession of geoscience and the protection of the public and the physical environment in both jurisdictions.

As professional geoscientists we are fortunate to have The Quebec-Ontario Inter Association Mobility Agreement between our provinces, which provides reciprocal recognition of Quebec and Ontario registered professional geoscientists and allows Incidental and Temporary Practice. Currently, there is no charge for Incidental Practice, but this could change if the privilege is abused. Each unreported border crossing puts this Agreement at risk.

Incidental Practice is defined as practice in a specified location, which is limited in time and scope to a maximum of three separate incidents within a maximum 3-month combined duration occurring in any 12-month period. All visiting practitioners will be required to complete and submit a simple form in duplicate in both the home and host provinces (Application for Incidental Practice Form). Authorization will be granted by the host province upon receipt of confirmation of membership in good standing in the home province (and proof of professional liability insurance coverage, as required). There will be no charge to members to obtain clearance for Incidental Practice. Temporary Practice is defined as practice which exceeds Incidental Practice but does not exceed 12 months in duration and is related to a particular engagement. Temporary practice will require applying for a license in the host jurisdiction. Temporary practice licensure will be of one-year duration and will be renewable for 2 additional years.
