Quebec/Ontario Mobility
 
The Quebec–Ontario Inter Association Mobility Agreement (OGQ-APGO Mobility Agreement) calls for reciprocal recognition of Quebec and Ontario registered professional geoscientists to facilitate short term Incidental or Temporary Practice assignments in the host province. It does not address recurring practice in both jurisdictions, which presently requires full dual registration. Note: Based on the Code of Ethics of Professional Geoscientists of Ontario and likewise the Code in Quebec: Any member of either association operating in the other jurisdiction must be aware of and comply at all times with all laws, regulations and guidelines that relate to the practice of the profession of geoscience and to the protection of the public and the physical environment in both jurisdictions.

Incidental Practice is defined as the practice of geoscience in a well-defined location, which is normally of short duration and non-recurring. A rule of thumb for Incidental Practice is a maximum of three separate activities within a 12 month period, for a maximum combined duration of three months. This is provided by Special Authorization in Quebec and Special Exemption in Ontario.

All visiting practitioners are required to complete and submit in duplicate an Application for Incidental Practice in the home and host provinces. Once membership in good standing is confirmed in the home province, authorization will be granted by the host province. Both associations are committed to processing applications on a 5-day-turn-around basis. Note: There is no charge to apply for Incidental Practice.

Temporary Practice is defined as the practice which exceeds the limits adopted for Incidental Practice without exceeding 12 months and relates to one particular engagement. Temporary Practice licenses are of one year duration and can be renewed for 2 additional years. Recurring practice in a fourth year, however, will require full registration in both provinces. In Quebec, Temporary Practice requires application for a ‘Temporary Permit’, and in Ontario, application for a ‘Temporary Certificate’ is required.

To apply for Temporary Practice in either province, visiting practitioners are required to complete and submit in duplicate an Application for Temporary Practice form. A processing fee of $100 plus tax is required for each application, as well as annual dues of $200 plus tax. In Quebec, an additional $22 per annum levy is also necessary from all professionals.

Both associations are committed to processing Temporary Practice applications as quickly as possible with an estimated turn-around of 15 days, delays notwithstanding.
